A Speed Management Procedure under Chain of Responsibility (CoR) is a formal set of processes a transport or logistics business uses to help ensure vehicles operate within legal speed limits and safe driving practices. It is designed to meet CoR obligations under the Heavy Vehicle National Law (HVNL), which makes all parties in the transport chain responsible for preventing unsafe driving behaviour.
