A Chain of Responsibility (CoR) Notification of Infringement is an official document issued to a party in the transport chain to formally notify them of a breach of Heavy Vehicle National Law (HVNL) obligations. Under CoR, not only drivers but also other parties who influence transport activities (e.g., schedulers, loaders, operators, and managers) can be held responsible for breaches such as overloading, speeding, fatigue, or unsafe load restraint.
