From Site to Cert III – Fast-Tracking Skills via RPL

CCF NSW is working with the NSW Government to create faster, more practical training pathways for experienced labourers and construction workers, helping retain talent and strengthen the civil workforce.

We’ve proposed a streamlined Recognition of Prior Learning (RPL) process so experienced workers can gain their Certificate III in months, not years, by assessing skills on the job, providing targeted gap training, and certifying quickly.

Benefits include:

  • Turning on-site skills into formal qualifications, boosting earning potential and retention.
  • Simplifying compliance for tenders and prequalification.
  • Keeping workers on site while strengthening the workforce pipeline.

The 2025–27 NSW Budget’s $13.8m Construction Workforce Package supports trade pathways, upskilling, and school programs. We believe fast-tracked RPL fits squarely within this framework, building on the existing Trade Pathways for Experienced Workers program, which already achieves an average completion time of seven months.

We’re collaborating with CCF colleagues in other states to deliver a civil-specific RPL model for NSW.
