New Civil Forecast Unpacked

April 11, 2025 · General News

Utility sector activity is rising, regional spend is surging, and transport is slowing—see where the civil work is heading.

The NSW Civil Industry Forecast 2024–2034 is now live and available exclusively to CCF NSW members via the member portal here.

Developed with Oxford Economics Australia, this annual economic report is the only forecast dedicated to NSW’s civil construction industry. It helps civil contractors of all sizes, in all regions, understand where the work is heading—and where to invest.

Key Insights Include:

  • $397 billion in projected civil construction activity over the next 10 years
  • Transport work peaked in FY2024; new commencements fell 37%
  • Electricity, water and sewerage forecast to grow rapidly—especially in the near term
  • Regional NSW is now forecast to attract 51% of the state’s civil spend
  • Short-term dip ahead, followed by a new upswing from FY2030

The full forecast explores each sector and region in detail, helping contractors anticipate changes in volume, timing, and location of future work—insight that’s increasingly valuable as competition intensifies and public infrastructure policy shifts.

Launched at the 2025 State of the State Luncheon Event

We launched the report at this year’s CCF NSW State of the State event in April, where leading construction economist Adrian Hart from Oxford Economics Australia unpacked the mega trends shaping the decade ahead. Adrian walked members through the key data and drivers behind the forecast—from the shifting pipeline to the transition to utilities and regional delivery.

An expert Industry Leaders Panel followed, leading a closed-door discussion on how civil businesses are responding on the ground—tackling energy transition projects, weighing up moves into new sectors, and managing real-world challenges across workforce, risk, pricing and delivery timing.

What This Means for Civil Contractors

This forecast isn’t just data—it’s insight you can act on. Whether you’re planning your workforce, assessing where to invest, or considering a move into new sectors, it supports more informed, strategic decisions.

At CCF NSW, we also use this analysis to guide our advocacy—to push for a clearer investment pipeline, fairer procurement and contracting terms, and work opportunities for all tiers.
