David has been the Chief Executive Officer of the Civil Contractors Federation New South Wales since 28 March 2011.
Since joining CCF NSW, David has instigated and overseen a significant strategic and operational restructure of the organisation, with consequent significant adjustments in advocacy representation and Membership services. He has placed considerable emphasis on improving the Federation’s financial viability and adding Membership value.
David commenced his working life in 1979 as an Apprentice Shipwright in the Royal Australian Navy. He subsequently took a Commission and became a Marine Engineer Officer serving on steam, diesel and gas turbine powered vessels.
In his later years of service he specialised as a project and contract manager, and was involved in significant reform of the Navy’s ship refitting and repair procurement methodologies. His last role was the Project Manager of the fire-damaged repair of the HMAS WESTRALIA. David served for 20 years, retiring in 2000 wearing the rank of Lieutenant Commander.
Capitalising on the skills he learned in uniform, David established a very successful procurement, project and contract management consultancy firm, providing advisory services to both Commonwealth and State governments, along with private sector firms.
For a time, David worked for his wife Karen’s safety and workplace injury management consulting firm and assisted in the expansion of the business into provision of services Australia wide. Much of this expansion was leveraged through the creation of strategic relationships with a diverse range of industry based employer representative bodies – this has given David a unique insight into a wide range of industry sectors across Australia and was ideal preparation for his current role.
Associated with his role at CCF NSW, David is a Board member and Executive Officer of the NSW Resources and Infrastructure Industry Training Advisory Body. He holds Ministerial appointments to the NSW Construction Industry Advisory Group, the NSW Building Industry Working Group, the Building and Construction Industry Long Service Payments Committee, and the NSW Skills Board Industry Reference Group. He has served on the Boards of several Charities.
David holds a trade qualification, is a qualified Marine Engineer, and has degrees in both Engineering and Law. He states his crowning achievements however are his marriage to Karen, and their two children Sarah and Lily.
